Omnia Education Partnerships Ltd
Omnia Education Partnerships Ltd. (OEP) a member of the Omnia Group, has a ten-year legacy of national and international VET development. Established in 2010 as a division of Omnia the Joint Authority of Education in the Espoo Region, OEP first focused on national-level VET innovation projects. As a natural continuum, in 2013 OEP expanded activities to international consultancy and training, and was incorporated in 2016 to further pursue international partnerships and implement projects with global impact. OEP is owned 80 % by three licensed Finnish vocational education providers, 20 % is owned by FCA, one of Finland’s leading humanitarian and development aid organisations. Apart from its international partnership activities, OEP works closely with the Finnish National Agency, Ministry of Education and Culture and Foreign Ministry to develop international and SDG competency of Finnish VET providers. OEP is leading the Finnish National Agency International VET Quality Assurance Committee and is a member of Education Finland and the Global Learning Crisis group.

OEP has vast international experience having implemented professional development, reform consultancy and localized versions of Finnish VET qualifications in Egypt, India, Kosovo, Palestine, Saudi Arabia and Uganda, partnering with NGOs, UN organisations as well as public and private organisations. OEP is currently contracted as a technical partner by the European Training Foundation to support the ENE network in ppp’s and UNEVOC to develop and implement entrepreneurial mindset training for VET staff. In Ukraine, OEP has acted as a technical partner in the EU4Skills project, supporting the modernization of VET in Ukraine. OEP’s activities have focused on curriculum development, management and teacher training. 95% of the training has been through online activities.
Due to international experience and solid project management experience OEP is acting as a project coordinator. OEP manages and monitors the project implementation to guarantee that the project will meet the funding requirements and the project objectives are achieved. Since OEP is experienced in working in VET sector and has been conducting surveys and studies in multiple projects, it is in charge of conducting benchmarking and comparative studies in this particular project. Also having solid experience in professional development OEP is leading the professional development working package. As a project coordinator OEP is also responsible of dissemination and valorization using its’ international networks as a forum for dissemination.
Ta’heal for VET Skills Excellence
Ta’heal is a strategic partner of MoETE dedicated to the advancement and improvement of high-quality vocational education and training by anticipating global trends in skill development and establishing the necessary platforms for cooperation between business and education, at local/regional or transnational levels. Ta’heal promotes excellence and quality in vocational education and training and is committed to SDGs by increasing the relevance of skills of labour forces to meet international markets for blue and green occupations.
Ta’heal expertise is in the profound knowledge of Egyptian TVET and its’ development needs. It takes lead of developing the quality framework for VET schools as well as activities aiming at improving dialogue with local labour market, anticipation of skills as well as developing career guidance system to better match education with labour market needs.
Ta’heel also supports OEP in conducting benchmarking and comparative studies by providing information and arranging visits to schools, Ministry and other relevant parties. It also supports the professional development and entrepreneurship development packages by helping in training programme design and implementation as well as recruiting participants (teachers, management staff etc) for training programme. Ta’heal is also responsible for preparing Arabic translations of materials as agreed in each project phase as well as providing interpretation in Arabic when needed.

Ministry of Education and Technical Education
MoETE is responsible for basic education; kindergarten to grade 12 including technical secondary
education in industry, agriculture, commerce and tourism services. Since 2014, the Egyptian
government has set education reform as one of its top national development priorities. In the academic year 2018/2019, the MoETE launched the new vision for education in Egypt including adaptation of new system of technical education with international standards (Technical Education 2.0). MoETE realizes the importance of technical education and vocational training and their role in qualifying a large number of young people, as it can provide with skills and capabilities allowing them to meet the needs of the job market for highly educated, well-trained and greatly skilled workforce that is able to deal with up-to-date technology.
Since Compete Egypt -project is enhancing the objectives set by MoETE, it brings its’ expertise for work package concerning quality management to help to define the framework applicable to all Egyptian TVET schools. MoETE will bring its expertise also to other work packages by providing information about Egyptian TVET and TVET schools and it also helps in choosing the VET track for curriculum development. It also participates in workshops for improving dialogue with labour market. Additionally, it has crucial role in dissemination of project results nationally.

IPAG Business School
IPAG is a French business school, registered as a non-profit organization and has remained
independent for over 50 years. IPAG is extensively involved in promoting entrepreneurship at different levels: research notably but not exclusively in disadvantaged entrepreneurs and family business, academic teaching, vocational education and training and business in-house and virtual incubators. In parallel, since 2018, IPAG has been coordinating or participating in European research and development projects aimed at promoting entrepreneurship towards different populations such as former prisoners, elderly, former victims of domestic violence, phD students, STEM female students and graduates, Maghreb woman entrepreneurs, etc.
As a part of TVET reform MoETE has targeted initiatives in Egypt to develop entrepreneurship skills of TVET students. Therefore, one working package is devoted to entrepreneurship development. The WP is lead by IPAG who has profound experience in entrepreneurship training and research and has been involved in multiple entrepreneurship projects, also in North Africa, in Morocco and Tunis.
